Section 23, Page 6, Step 5 potential misprint

Step 5 on 23-06 indicates we are supposed to dimple the nutplate holes around the triangular opening of the side skins flush with the INBOARD side. Is inboard really correct? If dimpled flush with the inboard side, it would put the nutplates on the outside of the skin. I am reading this correctly or has anyone else encountered this? I could not locate a previous post about this.

I installed my nutplates on inside, but the plans do say flush to the inboard side. I dont think Vans has corrected this as the revision for section 23 is for page 8 not page 6.
