Scotch Brite Tool

I use a regular green scotchbrite by hand. I use the HB flat ones in a die grinder to clean up edges of aluminum after cutting.
 
I threw together my own. Works well with a light touch for scuffing tank rivet lines for proseal but I haven't found much use other than that.

Please be careful. That ball thingy is only rated at 5K rpm. It might come apart on you if your not careful.
You can scuff down a panel by hand in short order with the pads. I only use the disks when I am dealing with pretty serious corrossion issues, or as one technique for edge breaking as mentioned.
