Satic RPM at 3000 msl?

Anyone have an idea what the static RPM should be at 3000 msl? I asked at Sun n fun, no one had an answer.
 
Since I live at around 4000 to 5000 ft density altitude I've been trying to find an altitude correction factor for static RPM.

I've asked many places and checked many references and static RPM just seems to be specified as a number with no change due to altitude.

I presume that the thinner air with altitude allows the prop to spin faster, but is effectively cancelled out by the reduction in HP of the engine.

I think if you find the Sea Level RPM number it will be fine at 3000 msl.
