Sure looks like it! Just happened to see it on youtube while looking for videos of learjet 45xr's!

It is Mark Manda. Looks like he may be parked next to Dan Checkoway. Could only see the top the the canopy plus the counter weighted rudder.

Don't think I ever covered my canopy at SMO. That could be Mark's Rocket (looked like a tandem canopy), but I'm just guessing.
