Is the emp kit the same for a 7 as it is for a 7A? Can a -7A EMP kit be used to build a -7?

Yes, the 7/7A emp. kit is the same.

You don't really have to decide between the 7 or 7a until you are ready to order the fuselage kit (per Vans)

the bottom hinge

the bottom hinge gets drilled in a different spot for the tail dragger than the nose wheeler. two bolts are used to attach the stinger weldment.
