Rust in steps

Hello brain trust.

Working on step installation. I’ve heard some folks have sloshed mineral oil inside to help with rust/corrosion prevention. In preparing to do so, I noticed a very light layer of surface rust. A wipe of a finger removes a good deal of it but it’s likely further down the tube. Will the mineral oil arrest any further spread or should I switch to a T9 or Jenolite rust converter?
 
Boiled linseed oil is the old school method of corrosion prevention inside the tubing of tub & fabric airplanes.
