R-913, R-901 which is on top?

I am having a bit hard time to figure out which one is on top (out most), the counter balance skin R-913 or the rudder skin R-901? From the drawing, it looks like the rudder skin should be on top of the counter balance skin, but the rivet call out indicates differently (AN426AD3-4, All R-913 counterbalance skin to R-901 skin to R-902 spar rivets). It probably doesn't matter which one is the out most skin, but just want to make sure. Thanks!

Yep, What Arnie said.
I've seen pics of some guys who did the opposite though.
Use a file to knock the corners off the aft and bottom outside edges of the counterbalance skin. I didn't on my rudder but did on my elevators and it does help the transition.

That is what I thought, but was sure. Thanks for helping me confirm this. Yeah, I have seen people build either way, that just confused me. But I think it won't make much difference structurally. I will build with the rudder skin outside of the counter balance skin.
