Quick build center section ?

On RV-7 drawing 34, in the F-7114-L Fuselage Gusset isometric view, it calls for 6 AN-12 bolts through the F-704 center section bars and bulkhead. I don't understand what these are for, since they appear to just be holding together parts that are already riveted. Belt & suspenders? I can get a socket on a breaker bar down into that gap between the front and back 704 bulkheads, but not my torque wrench. Do I just torque the bolt?

Unrelated question - I'm going to use steel fittings for all the firewall penetrations. Should I use steel or AL sleeves and nuts on the steel flared fittings?

Sorry if these are too elementary - this systems stuff is getting much more interesting than just banging rivets. Lots to learn.

The bolts, probably in a bag #999, are to fill the holes where the A model gear weldment goes. My RV-8 QB was also like that.
