QB z-bracket SB

So I've searched the forum ad naseum and read through the plans to the best of my understanding but I'm still not sure I'm fully understanding the z-bracket service bulletin on the quick build wings. I've opened up all of the inspection panels and all of the bolts seem to be in place, but I haven't checked the torque specs. Can anyone clarify exactly what the service bulletin is telling me to do?

When I recieved my QB wing, I too looked at the SB. Checked torque on the bolts. No problems. Perhaps Vans has changed the build procedure at Bonanza (Philipines). I guess in the past, folks weren't checking the attach bolts on the Z brackets.
