Possible RV-12 E-AB purchase and subsequent Avionics w

Hello, I’m returning to this awesome site after a several year absence. I believe I know the general answer to the question but interested in the subsequent execution with respect especially to IA or DER sign off.
So suppose that I purchase a flying RV-12 and desire to upgrade the avionics. I’m competent to do the installation, update the W&B, and update the ELA. I believe an approval would need to be completed by either the original builder or an IA or maybe a DER. Given the likelihood that the original owner is not a viable option, are there IAs or DERs available in NE Texas area available to do approvals of such and is my premise correct? I would likely be based at Bonham, Sherman, Denison, or Greenville TBD.
I think this will likely have some impact on purchase strategy.

If the plane is E-AB you can do the conversion yourself and update the documentation as you see fit. It might need DAR sign-off but I'd expect that going into a Phase 1 until validated will suffice. That part I'm unsure about.

In any case, an IA or DER are not part of the deal, IF it's E-AB.

As noted above, you may work on an EAB as much as you want. In the past you would need an A&P (not IA) to do the annual condition inspection, but even that is changing under Mosaic.
But, read the operating limits. e.g., if they do not have the statement ‘IFR allowed if equipped per 91.205…” and you want to operate ifr after your avionics upgrades, then you will need to get a DAR or the fisdo involved.

This all is also true if it is certified as an E – LSA, because in that case, it is still an experimental aircraft. Just a different sub category.
The prospective buyer should review the operating limitations currently issued as part of the airworthiness certificate, and confirm what the requirements are when a major alteration has been done.
