Plans updates on Van's website

This note now appears on the RV-12 plans revision page on Van's site. Should make it a bit easier to identify changes on amended drawings.

As of February 2013 changes are posted as a multipage PDF. The first page includes the revision description giving
the builder a synopsis of what changed on each page. Subsequent pages include pages changed by that revision.
