Pitot tube

Looking at the Plans, it appears the pitot tube is positioned a certain way. The 70 deg rake is " looking down" any theories to this? Just to keep water out? Or is it for an air pressure reason. Just find it interesting.

The written reason - -

they told us was if you are nose up at lower speeds, the air speed should remain more accurate.
