Paint peeling

I'm the 3rd owner of my RV. The second owner told me he thinks the builder had an auto shop friend paint his airplane in stages. Anyway, some paint on the underside is peeling off. To me, it doesn't look like any surface prep / primer was applied. I'm not a paint expert at all, but how should I go about preparing and repainting the bare sections? I'm eventually going to repaint the aircraft, but not right now.

Its hard to say without seeing it up close, but it may be that the surface was not properly prepared by either an alodine process and/or a two part self etching primer. If the surface was not prepared /primed properly, it must all come off before repainting. Just my opinion.
