Page 06-06 Dimple, Flush Outer Surface

What exactly is meant by this? I suspect that I have to dimple the holes in VS-1204 in such a manner that the dimple will protruded on the inner surface but I would feel more comfortable with a positive confirmation by a builder who has been through this page.

Yep

You're correct-- "flush outer surface" means that the dimple protrudes to the inside so that the head of the rivet (it will be a squeezed rivet or a special countersunk (CS) pulled rivet is flush with the outer skin.
