nose gear bushing

I've assembled my nose gear have very tight tolerance between the bushing and gear leg. I've cleaned the gear leg with emery cloth, greased the assembly, put it together and it is still very snug. It probably takes 30-40 lbs break out force without a nut even on it. I'm reluctant to mess with the bushing for fear of ruining it. What is the best way to address this issue?

Gus at vans said the spindle on the gear leg is machined prior to heat treating and is subject to warpage. he said to mic the spindle and find the areas that may be oblong and use emery cloth to work it down. like I thought the brass bushing in the yoke is already honed and shouldn't be touched. I followed his advise and after 15 min of emery cloth work it slides on and pivots with little resistance.
