Mounting the horizontal

I placed the horizontal on the tail. Clecoed the two holes in the horizontal rear spar to the to the 1011C horizontal bars. As per the plans, I matched drilled the fours holes through the rear spar, through the attachment bars with a no 12 bit. Question is I cannot find what is done with the two holes used for the clecos. Do I also drill those two holes with the no.12 bit and attach the hardware or are those two holes not used. Did I miss this step or?

as best as I can recall those two holes are left open. they're just for alignment.

They are left open. They are just there for initial alignment.
