The vertical stabilizer is built the same way as the horizontal stabilizer but it's roughly half as expensive if you scrap the first one and build another. So built it first! Learn on something cheap.
Read all about building the horizontal in the manual though, because as I said, they are built using the same techniques.
Also, the right hand elevator is harder than the rudder, but a bit cheaper. So build that first, too. They also are built the same.
