Missing predrilled holes in VS-705,706??

Does anyone know why the forward-most holes each on the vertical stab. ribs (VS-705 and VS-706) are not prepunched? Two missing holes on each rib for 4 holes overall. There are holes on the skin, but no holes in the ribs.

Easy enough to match drill the ribs to the skin, but it was the first time I'lve had to do that and I wondered why. Probably I'm missing something.

You didn't miss anything - you are supposed to drill the rib holes using the skin hole as a pilot. You will also see this on the elevators and I think the rudder.

I found those holes too. I drilled them because I didn't see anything in the manual or on the plans to say "No".
