Manual Trim - Trim tab question

I'm in a bit of a quandry here. I am attaching E-717 and E-718 to the trim tab. The on page 6-12 the instructions say:
"...run a clevis pin through the clevis pin attach hole for alignment."
I have looked high and low and cannot find a clevis pin. A search of the board indicates that this part may come with the fuselage. What purpose does this step serve, anyway? What am I aligning? I already have a cleco between the two parts and will be marking holes for drilling in the next step.

If you could point out what I am missing here, I'd be grateful.
 
That's to precisely align the clevis pin hole between the two parts before you drill. It's a .125 dia hole, not #30. Don't drill it ever or you'll introduce more slop into the system. If you can cram a copper cleco into it, that should be good enough for alignment.
