Manual Aileron Trim Mounting?

The trim handle shaft is secured to the bearing block and intercostal bracket that mounts between the F-619 seat ribs with a 1/2" dia. washer and a cotter pin.

The bracket is tucked up under the flanges of the F-619 floor ribs so the cotter pin and washer sit proud of the seat ribs and will therefore interfere and rub on the seat pan when it is screwed down to the ribs.

How have others dealt with this?
Space the bracket down on the rib flanges with shims?
Cut a big clearance hole in the seat pan?
Let it rub?

I mount the washer and cotter pin above the seat pan. They have to come off every time the seat pan comes off.
