HS-710 Edge Distance Issue

After drilling HS-405 to 702 to 710 I found I had an edge distance issue on the reinforcement angle HS-710. I dont know how to deal with this as the edge distance on 405 is right at a quarter inch so that hole couldn't be moved up any further. I have 3/16" from center of hole to edge on HS-710. Any suggestions on what I should do? Thanks.
