The arrow on the right points to a nutplate you cant see on the diagram, I can get one rivet, but not the one closest to the support going up at an angle.
One of the tools I have used to squeeze non-structural rivets (like nut-plates, etc) when the standard tools don't work is to use the small or medium sized Knipex. I can't quite get the full squeeze on the rivet with these, but certainly more than enough of a squeeze to hold a nut-plate in place.
