Hanging the elevators on the HS

I am sure this has probably been discussed before but I have not found it searching previous posts. I started to hang the completed elevators on the horz. stab and discovered the holes for the bolts on the HS were not to size. I went through the instructions a couple of times to make sure I did not miss drilling them to size. Can't find it, so I am assuming this is just part of the building process. The instructions are not, and will not be, complete step by step. Am I missing something?

Elevator hinge brackets

It's probably just the powder coating causing the problem - mine were the same. Just ream (or drill) them to remove the paint.

I agree, if it's powder coated and has a hole, you WILL need to drill to size.
