I am looking for some suggestions of what sort of adhesive to use in order to glue felt to the glare shield. I would like to use something that gives enough time before it sticks to position and work the bubbles out of it.

Have you considered using black velcro (the soft part) instead of felt? It looks the same, and you have the added advantage of being able to stick things to it. McMaster sells large sizes of velcro in rolls for not much money.
