Fuselage Fuel Vent Line Arrangement

I was attaching my fuselage fuel vent lines to the bottom and side bulkhead fittings, and I ran into a question that I've seen different approaches on.

Does the two 4D spacers "sandwich" the side skin, or do they both go on the inside of the skin to push the AN fitting more in-line with the vent line?

I have the spacers sandwiching the skin, and I've worried a little about how sharp of a bend occurs to get over the longeron and back connected to the AN fitting. It made me start to wonder if maybe both AN fittings should go on the inside. It is hard to tell from DWG 36A, section D-D.

Both on the inside

Definitely both on the inside. Like you said, it helps a lot with clearance for the line and fitting.
 
As another data point, I put one inside and one outside. Just seemed like a sturdier arrangement, but I think I'm in the minority. I don't recall having much difficulty clearing the longeron.
