Full Throttle RPM??

I've got the prop set to give 4930 Static RPM at WOT. During taxi tests today I was seeing 5250 at about 40 knots. I know we're supposed to be able to climb and cruise at about 5500-- does 5250 at only 40 knots soound about right to those flying?

Trust the static RPM.

The prop will load the engine once you are actually climbing/flying.
