Fuel Tank Support bracket- bolt torque

Somewhere in my gray matter I remember reading that the torque on this bold is less than the standard AN5 value because it is supposed to flex while loaded up with acro and pull out in an accident.

I scanned the plans for 20 minutes and couldnt find anything.
Help appreciated.
 
As I remember it, it says to tighten the bolt to the point that the washer still turns. The idea is that in case of an accident and hitting some think like a try, they want the wing to fold back ward, reason for the slot in the bracket.
 
almost, not quite

Dwg 38 says "Tighten bolt until washer no longer rotates. Do not overtighten: Added friction may ingibit the bolt from pulling away from the fuselage."
