fuel tank attach bracket

Do the bolts for the fuel tank attach brackets go thru the inside flange on the F-902 bulkhead or do the brackets go immediately in front of the flange? Its not crystal clear to me from the plans (dwg 38, detail F). Putting the bracket over the flange seems to line it up nicely with the correspondng bracket on the fuel tank, so that seems right, but the plans dont seem to show an actual penetration point on the flange, so thats bugging me.

That whole assembly sandwiches together with the 796B and the C and D spacers and attaches to the flange. You will be using some of the rivet holes in the flange and skin for bolts and rivets for the assembly. The spacers fill the gap between the longerons. On QBs, some rivets need to be drilled out. Slow builds just plan ahead for this assembly.
