Flaring 3/16" tubing for pitot

I'm a little confused on flaring the 3/16" aluminum lines on my Garmin pitot. If using a sleeve, AN819-3D, do I flare the tube using a flaring tool or will tightening the sleeve to the nipple, AN816-3D, form this flare?

You need to flare the tubing with a flaring tool.
