Flap weldment question

Just wondering if the flap weldment goes in with the flap rod end bearings installed. I'm doing the final install and noticed I can't get the bearing bolts in from the fuse side. Going the opposite direction places the nuts close to the fuse. Thought I'd ask before disassembling the flap weldment to attached the bearings. Thanks in advance.

I have 3/4" clearance to the sidewall. And I will place the nut on the wall side. Check the plans, the weldment might not be correct.

The nut has clearance in the retracted position, just gets close when extended.
