Flap block bolt torque?

I looked through the drawings and instructions, but can't seem to find a torque value for the bolts that hold down the plastic flap blocks? I vaguely remember that it was a "tighten until interference, then back off" kind of thing, but I want to be sure.
 
It's been a while since I installed mine but I'm pretty sure the bolts are just tightened to the standard AN3 torque.
 
Tighten until interference and then back them off sounds reasonable, but if they're like the ones on the RV7 they are just AN3's going into nutplates so even accounting for the drag of the block and the locking feature of the nutplate it's only something like 25-28 inch lbs. I doubt if there going to be any appreciable binding to worry about at that low torque.
