Flap actuator question

I have a question about a safety wire hole that is to be drilled in the aurora bearing end of E S 85615-157.
What is the best way to drill this? I am guessing this is hardened steel and you have to drill it at an angle. Can I start the drill straight then turn it after it starts or should I drill 2 90 degree holes, one from the end and one from the side so they meet? Or am I just making this harder than it should be. I am famous for that.

One hole

I did what you first suggested. Started a hole enough to grip the bit then went 45 deg. Worked fine.

I did it the same way as JD. Drilled down about 1/32", then angled the drill bit and continued. Worked great!

I started drilling the hole at 90 degrees to the flap shaft just deep enough to keep the drill from slipping out when I angled it for the final hole. Here is my picture out how it turned out:
