F715 to F776 question

I have just drilled the F-715 outboard seat ribs and can't see any reason not to go ahead and rivet just the bottom to F776 skin now. I couldn't even find where the plans call for eventually riviting this row either. It would be nice to be able to move and fit the centre to aft section without this row of clecos in place. Am I missing something?

You probably can rivet the outboard seat ribs to the bottom skin, but it could make it a hassle when you need to put in the nutplates that attach to the seat pans on the top forward flange. Also, there are a number of holes backdrilled into the F-715 attaching to the side skin. Could make deburring those more difficult as well.
