F- 870C to 870PP nutplates

On dwg. 38 in the upper left corner (no zones on this dwg), View H-H shows nutplates for both legs of the angle. Why? In the assy. detail it "looks" like there are only supposed to be nutplates on the vertical leg and rivets on the horizontal leg. Whats the deal? Dwg. error?

Someone here must have built the front baggage area for their 8?

I built mine with rivets on the horizontal leg and platenuts on the vertical leg.
