F-771 Skin; 4 holes not lining up

I've just fit the F-771 forward top skin to the subpanel structure and firewall. All the holes lined up nicely except the foremost two rivet holes at the bottom edges of 771 on each side. That would be the 3/32 rivet holes that fasten F-771 down to the side skin and longeron, with the front one also going thru the firewall flange. If I force a cleco in those two, it would be at about a 30 degree angle ... way off a decently aligned hole. Anyone else have trouble there? Is it possible (or reasonable) to flute the firewall flange to lower it's overrall height and let the sides of 771 pull down better?
