F-713 & F-717 Questions

First Question: Does the F-713 Aux. Longeron rear end need to touch the forward part of the F-704 Bulkhead? Mine doesn't quite touch (1/8" or so short); hole edge distance is fine.

2nd Question: Exactly how do you "twist" the F-717, I think I am reading too much into the plans. Do you clamp the forward 4" of the verticle leg in a vice and place the wrench on the forward section of the hoizontal leg and twist down?

Yes, you must put a twist in it, takes a lot of twist past what you want to make it stay.
