F-680 flap bearing attach

Can anybody tell my why the plans have you use nutplates for attaching the F-680 (center) flap bearing block, instead of nuts/washers, like the outboard bearing blocks? Access to the nuts/washers would not be a problem, at least not right now. I'm not seeing the necessity of nutplates, so I thought I'd ask.

If the 9 is like the 6, the cover for the elevator pushrod tunnel (forget the part number) goes between the bearing block and the bagage floor/ floor ribs, making it impossible to get your hand in there to hold a nut and washer. I believe this is the same on the later models.
 
On the -9's, the plans call for trimming the tunnel cover, so you don't have to remove the bearing block to remove the tunnel cover. From what you're saying, maybe the requirement for nutplates is from the earlier models, where trimming the tunnel cover wasn't called for. That makes sense. Thanks for the response.
