exhaust ramp

I can't seem to find where in the plans the exhaust ramp is to be riveted. When installed, it specifically said not to complete riveting. When is it supposed to be closed up? Thanks for any help.

I do like the DH exhaust ramp, but is there any reason the plans recommended the ramp not be finished when initially installed? Am I missing something? Currently on firewall forward ready to close it up.
