Elevator "In Trail" with Horizontal Stabilizer

Pg 6-13 of the manual says to " align the trailing edge (of the elevators) on the extended chord line of the horiz. stab. "in Trail". How is this done ???

It goes on to say that the counterbalance arm should align evenly with the horiz. stab. Does it always???

Lastly, do the trailing edges of the elevators need to line up perfectly??? If so, how is that done??
 
Yes the elevator trailing edges should line up... the thing that doesn't necessarily line up are the control arms. Because they are welded individually there will be small differences in the relative position of each. Be careful and read the manual on how to drill the control horns. If I remember correctly, you drill the one that is further aft first, then line up the elevators in trail then drill through the other side. Again, check the manual/drawings.
