Elevator horns

While assembling the right elevator my control horn holes do not line up with the holes in the end rib. They are off by about one half diameter. Has anyone else had this problem?

Mine lined up fine. Please verify you used flush head rivets to join the inboard end rib to the elevator spar and that the control horn is not held off the spar by the rivet heads.

At this time there are no rivets as it is just clecoed in place
