Elevator Horn match drilling.

OK - directions say....Starting at the bottom of page 6-6 of RV-9 Empennage (condensed a bit).....

Cleco the end rib and spar to the bottom elevator skin surface. Clamp (clamp?) the Wd-605 to the corner made by the rib and spar. Align tube with center of spar. After all is aligned and clamped - match drill the end rib and spar using the holes in the Wd-605 as a drill guide.

How in the world do you drill the holes for the Wd-605 in the spar with the skin in the way? Is this where that angle drill thingy comes into play? Can I use just clecos to hold it in place while I drill?
 
This is one place where the instructions don't make any sense at all. It says to: Clamp the Wd-605 control horn around the corner formed by the E-902 spar and the E-906 rib. Carefully align the tube of Wd-605 with the spanwise centerline of the E-902 spar. Once Wd-605 is fitted and clamped in place, match drill to E-902 and E-906 using the pie-punched holes in Wd-605 as drill guides. First of all, I didn't see where you could clamp anything to anything. And there were pre-drilled holes in the rib and spar, allowing the clecoing of the control horn to the spar and rib. So, aligning the tube of the control horn with the spar is a mute point. Also there is no way you can final drill all of the holes in the control horn while the spar and rib are inside the skin. So I decided to take the spar and rib out of the skin and cleco and final drill the control horn to the spar rib and then clecoed the whole thing back into the elevator skin. Everything matched up perfectly.

I was kinda thinking this was the course to take. The part about clamping may go back to the days before pre-drilling and this particular segment of instructions was taken from a -4 or something like that.

The idea here may be to have the end rib and spar in the proper plave when the horn is clamped (clecoed) in place. They just left out the part about removing the skin before drilling.
