Edge break before or after dimple?

Quick question for fuse skins on a -14.

If the holes will be in the way of the edge forming tool, definitely break the edge before dimpling.

I have a hand-written sign taped up on a cabinet door in the shop.

DON'T DIMPLE....until after break..

How do I know?

The only sequence that works:
Deburr edges and holes
Scuff (if priming)
Break edges
Dimple
Prime (optional)
