cowl duct interface

I'm on page 49-15 of the construction manual, and have had 2 unsuccessful attempts at Step 4, bonding the seals to the cowl duct interface. I tried silicone, as Vans instructed, then a high quality rubber cement. The area was well-sanded, the seal very clean, with aluminum scraps and nice, tight clamps, left over night in both cases. Still no luck. Any suggestions on an adhesive for this application?

It's been over a year since I did mine, but aren't some rivets required through the seal? I don't recall having any problem.

I used red RTV and it seems to hold up nicely
