On page 10-03 Step 3 instructs to countersink 7 specific #40 holes in top and bottom flange. Then step 7 instructs to countersink remaining skin and rib attach holes.
Two questions:
1) Why was step 3 specifically called out? It's puzzling why those 7 holes are part of step 7. Aren't they rib attach holes?
2) Does step 7 refer to the rest of the holes in the flanges? i.e. Are there any remaining holes that aren't skin and rib attach holes?
