counterbalance weight trimming

I brought my counterbalance weights to work so I can draw my cut lines on them. When I look at DWG 5 detail, I can see which is up and down based on the 3/4 measurement. What I can't determine from the drawing is which way the weight should be facing? If I go by the concentric circles for the bolt holes, then the countersunk side if facing out. If I go by the vertical lines, then the side that goes against the rib should be facing me. Shouldn't one set of the lines be dotted to show a hidden line?
 
Countersunk side should face out, otherwise the bolts will hit the HS. When I say "out" I mean that you should see the countersunk side when the weight is in place in the elevator. It will actually face toward the center of the airplane.
