Counter Balanced Rudder?

Does anyone know when in 1998 Van's switched from the "classic" rudder to the counter-balanced rudder with the .020 skins? I got the builder number (25,3xx) from the original purchaser but Van's couldn't tell him whether or not his kit had the counter-balanced rudder or the classic rudder. It's about a 400 mile drive to look at this tail kit, so I'm looking for any insight as to how to make this determination without making the drive and inventorying the kit.
