Counter balance skin dimples

Do all the holes on the counter balance skin get dimpled. There are 9 holes that you dont drill, book 9-2 step 6. On 9-7 step 9 it says dimple holes on E 913 counter balance skin, bit it does not say if any are excluded.

Check out page 12-2 step 4 and figure 2 - makes things clear. Essentially you're leaving the outer holes clear for future match-drilling and dimpling.
