Could the plans be wrong??

I've heard there are errors on the RV-4 plans and I am wondering if this could be one of them. I fabricated Elevator spar reinforcement plates E-410/411 and after drilling the first one thought the edge distance looked a little small. All references I have state min edge distance is 2x rivet shank dia. (2x.125" or .25") I have 3/16" in both directions in each corner. I'm wondering if I should lay the holes out again (and make a new one) to maintain the recommended distance. Are the plans wrong??

I knew you fine folks would offer insight. I didn't realize edge distance was measured from anything but the edge of the sheet to the edge of the hole. Learn something new everyday. Thanks guys.
