Confusion over Section 15

Hi there guys. I'm getting to the end of the empennage and I am running into a bit of confusion. Under "Finishing the Elevators" on page 6-13 there is this notation,

Make a preliminary check to see that the elevator will swing through its full up and down travel without any interference's (See "Flight Controls", Section 15).

I'm stumped. My section 15 is called "Flight Testing" and there is no section or chapter about flight controls. Actually, in the entire table of contents there is no section called "Flight Controls". What gives?

Within chapter 15 there is a short sub-section on flight controls, including a table of min/max travel limits. Pg 15-2.
