Confusion Drilling the Horizontal Stabilizer

Ok, so it says: "Using the dimensions given in Sec D-D, mark the hole locations on the forward side of the forward flange of HS-405. These holes attach..."

I've marked the top hole, and top hole only (2.5 times rivet diameter from edge of flange), but am not sure where to mark the next three. I see the dimensions given in Sec D-D, but those are listed as a distance away from the spar reinforcement pieces. I don't feel like I could mark an accurate hole in HS-405 based on that. Thoughts?

Holes

Look at section D-D closer. The top hole is 1/4" from the top of the flange. The two center holes are 1/4" from the top and bottom of the HS404 flange. The bottom hole is 1/2" from the toe of HS814 angle. You are maintaining edge distances on different components.
